DISASTER RECOVERY FUNDING ARRANGEMENTS

Crucial support in wake of a Disaster Event

Council’s dedicated DRFA team plays a pivotal role in the recovery and maintenance of our road network following natural disasters. These vital repairs are made possible through the Disaster Recovery Funding Arrangements, a joint initiative funded by the Australian and Queensland governments.

Collaboration with the Queensland Reconstruction Authority

The administration of the DRFA funding scheme falls under the jurisdiction of the Queensland Reconstruction Authority (QRA). Our DRFA Admin team works in close collaboration with QRA, particularly with their Regional Liaison Officer (RLO), to ensure that all projects meet the required standards and deliver maximum benefits. This partnership is essential in achieving our mutual goals of maintaining and enhancing the road network.

Emergent Works vs. Betterment Works

Emergent Works are activities undertaken during or immediately after a disaster.
These include:

  • erection of warning signs and barriers
  • pothole patching
  • removal of silt and debris

Emergent works are temporary fixes designed to address immediate hazards and restore basic functionality to the infrastructure. These activities must be undertaken within the first 90 days following a disaster event.

Betterment Works, on the other hand, are substantial infrastructure improvements aimed at increasing the resilience and reliability of the road network. The Betterment program, a standout feature of the DRFA, allows us to not just repair but enhance the infrastructure, making it more robust against future disasters. This includes upgrading road surfaces, improving drainage, and other long-term improvements that provide lasting benefits.

The Process
  1. Damage Assessment: Following a disaster, our DRFA team conducts a thorough assessment of the damage.
  2. Emergency Response: Emergent works are initiated immediately to address urgent safety concerns and restore basic functionality.
  3. Restoration Planning: Plans are developed for substantial repairs and improvements, incorporating betterment works where possible.
  4. Funding and Approval: The plans are submitted to QRA for approval and funding allocation.
  5. Implementation: Once approved, the works are carried out, with continuous monitoring and collaboration with QRA to ensure compliance and effectiveness.
Economic and Community Impact

The work carried out by Cook Shire’s DRFA team is not only essential for our infrastructure network, but also for the local economy. Each year, approximately 200 jobs are generated through our DRFA projects, offering a substantial economic boost to the communities of Cape York.
